Now, which is Proclamation 1081 (Proclaiming the State of Martial Law in the Philippines) and which is Proclamation 1017 (Proclamation Declaring the Philippines under a State of National Emergency)?
Where lies the difference?

the first one is 1081 and the second one is 1017.

@ caterpillar: You are correct. Notice the emphasis on the Commander-in-chief, twice mentioned under one clause.
